Admissions consultation to amend the PAN at Halley House School

Halley House School opened in September 2015 as a primary school with capacity of 60 pupils each year. The school opened in a non-standard setting, where the internal areas work very well for a school. It has become clear that the limited external space for playing, though very well utilised, will become extremely congested when the school grows to 420 pupils.

The Trust has considered this carefully and believes that the pupils and the local community will be best served as a 1 Form Entry School, where 30 pupils join a year – with a capacity of 210 pupils.

It is our view that the very high pupil achievement will continue to 30 pupils in each year. The Local Authority has accepted our proposal and following the consultation, an application will be made to the Department for Education, who have the ultimate sign-off on the decision.

Background

The current Published Admission Number (PAN) for Halley House School is 60. This means that the number of children admitted into the school in reception each year is a maximum of 60.

Under the terms of the School’s funding Agreement with the Secretary of State for Education, the overall capacity of the School (maximum number on roll) has been set at a final roll of 420 made up of 60 children in each year from Reception to Year 6.

There is limited outside space for the pupils and the school is in an area of surplus primary places and as a result the Trustees of Bellevue Place Education Trust would like to reduce the Published Admission Number from 60 to 30 places in Reception.

Although the Regulations and Code of Practice relating to school admissions no longer require an admissions authority to consult when maintaining or increasing a school’s PAN, there remains a requirement to consult when the proposal is to reduce a PAN. Bellevue Place Education Trust, as the admissions authority, is seeking comments on the proposed change.

Specific Proposal

The Trustees of Bellevue Place Education Trust proposes to reduce the published admission number of Halley House School from 60 to 30 with effect from September 2019.

This means that the number of places available for children in Reception in 2019 and all subsequent Reception cohorts – will be 30. For children who already have a place at the school in other year groups there will be no change but the admission number for all other years will reduce to 30. This is the only proposed change to the admission criteria, all other criteria, including oversubscription, will remain the same.

Factors that have been considered by the Board of Trustees in deciding to consult on this proposal include:

The school is in a former Job Centre with limited outdoor play space.  The school have explored the option of adding a further roof terrace space, but have ruled this out due to the exorbitant cost.  The school also works hard in finding alternative space – like the ball court in the housing estate opposite and arrangements for PE in local Petchey Academy.

The school is not in an area where there is a demand for school places and the Local Authority have confirmed that there is a surplus of primary school places in the area.  Through this reduction in need and that the school is close to three other established primary schools places have not been filled over the first three admission years.  With 107 pupils on roll, this is made up of 30 in year 2, 40 in year 1 and 37 in reception.

Our pupil numbers are stable as a one form entry school and the proposal to reduce the PAN has been approved by the Trust Board.  We firmly believe that a reduced PAN is in the best interests of for the provision of education for our current and future pupils.

Who is consulted?

This consultation is for the attention of: a) parents of children between the ages of two and eleven years old in the surrounding area; b) other persons in the area who have an interest in the proposed arrangements; c) all other admission authorities within the local area; d) the local authority; and e) adjoining neighbouring local authorities.
